Project Location

The U.S. Department of the Navy has proposed implementation of a Development Agreement between the Navy and the City of San Diego for the Navy Broadway Complex in downtown San Diego that was signed in 1992.  By implementing the Development Agreement, the Navy would obtain needed efficient, upgraded, and centralized adminstrative facilities for the Navy's San Diego region at reduced or no cost to tax payers.

The Navy Broadway Complex is located on approximately 15.5 acres along the San Diego Bay waterfront and has been a Navy installation since 1919.  The four‑block site is fully developed, with some of the buildings onsite constructed between 1921 and 1944. The Navy Broadway Complex currently houses the Commander, Navy Region Southwest; the Commander, Fleet Industrial Supply Command; Naval Facilities Engineering Command; and other administrative functions.

The Proposed Action includes demolishing the existing structures on the Navy Broadway Complex and developing up to 3.25 million square feet of uses including hotel, retail, office, public/museum and dedicated park space.  Included within the 3.25 million square feet of proposed development is up to 1 million square feet of Navy administrative space.  The Proposed Action also includes a 1.9-acre public open space area at the northwesternmost corner of the project site at the terminus of Broadway at North Harbor Drive; up to 55,000 square feet of space for public attractions including a museum; and the extension of E, F, and G streets to provide for pedestrian, vehicular, and view corridors from downtown San Diego to the San Diego Bay waterfront.  Please go to the Info Library Page to review the 1992 Development Agreement in its entirety.
